What is a Neighbourhood Plan (NP)?

A NP allows a town or village to exercise more control over development, particularly housing development, and can help to prevent speculative development in inappropriate locations. Communities can select locations for housing development and control the mix and type of housing. Design codes aand guides can be used to influence the design of houses and the materials used.

NPs can define a settlement boundary to limit expansion of the settlement and can define local green spaces that are protected against development. Other policies can help to create healthy living spaces and address environmental issues.

NPs cannot prevent any development and must support sustainable development in appropriate locations, including appropriate infill development,

How do NPs fit into the Planning System?

NP policies form part of the statutory planning system. Therefore any policies in the NP must be considered when assessing a planning application.
NPPF paragraph 14 also ensures that the policies in a NP will still be valid if a Local Authority does not have a five year housing land supply, provided that the NP is less than five years old and allocates at least one site for housing.

Other benefits

An additional benefit of producing a NP is that the members of the team gain a greater understanding of the Planning System which is useful when responding to future planning applications

Community Infrastructure Levy (CIL) - adopted NP's accrue 25% of the total CIL from qualifying development in their designated area
